They like conditions hot and steamy, and a nice, organic mulch can go a long way towards that. But like Louise says, some of that is way beyond our control, and some years in some zones are just no good for peppers. So: wish for many hot, steamy, sunny days! I was waiting for the rain to stop and every time I thought the rain would let up, it starts all over again. So my peppers aren't doing that well because of the wet & cool temperatures.
